Waymo has moved beyond the stage of technological demonstration and into the more demanding work of commercial scale. Alphabet continues to operate the autonomous-driving business as one of its most strategically significant “Other Bets,” rather than as a standalone public asset 1,3,4,6,12,13,16,17,19,25,29. The business remains housed within Other Bets, a loss-making segment that also includes broader technology and infrastructure initiatives 12,14,28.
The central development from February 24 through August 1, 2026 is the emergence of a live operating platform. Waymo has built a sizeable driverless fleet, surpassed 500,000 autonomous rides per week, introduced a purpose-built sixth-generation vehicle, expanded its city pipeline, and begun preparing to take greater control of customer distribution through its own consumer application 2,5,7,8,9,12,15,24. The company’s planned standalone app and reduced reliance on Uber would give it greater command of the customer relationship, although the transition also raises questions about distribution economics and partner strategy.
The investment case for Alphabet is consequently two-sided. Waymo could become a tangible, long-duration contributor to Alphabet’s valuation rather than remain a speculative research project 13. Fleet estimates vary by source and measurement date, but they point in the same direction. Seven sources place the operating fleet between 2,500 and 4,500 vehicles 7,9,24, while more recent reporting cites approximately 3,000–3,800 vehicles 24. Separate estimates place Waymo’s projected fleet at 10,000–15,000 vehicles 24. Analyst Walter Piecyk projects approximately 10,000 vehicles across 30 markets within one year 24, while Grayson Brulte forecasts as many as 15,000 24. These are projections, not current operating data, and should therefore be treated as scenario indicators rather than established guidance.
Even so, the implied expansion from roughly 3,000–3,800 vehicles to 10,000–15,000 within a year 24 would represent a substantial acceleration in manufacturing, deployment, charging, permitting, and operating infrastructure. In industrial terms, the question is no longer whether Waymo can produce a working autonomous vehicle. The question is whether it can replicate the entire operating system of the service across markets without allowing fixed costs, idle capacity, or local friction to consume the economic surplus.
Waymo’s geographic strategy is concentrated primarily on U.S. metropolitan markets. Its operations or planned operations span San Francisco, Los Angeles, Phoenix, San Diego, Las Vegas, Denver, and Tampa 12. The company is reportedly preparing fully autonomous operations in San Diego, Las Vegas, Denver, and Tampa 12, while also pursuing additional cities and metropolitan markets 12. The ambition to reach 30 markets 24 would materially broaden the addressable opportunity, but it would also multiply the operational and regulatory burden. Each deployment requires local testing, permits, depots, charging systems, manufacturing capacity, and sustained engagement with public authorities 24,27.
The autonomy lead is substantial, but not invulnerable
Waymo’s qualitative autonomy claims are comparatively strong. The company has reportedly operated at SAE Level 4 in fixed areas for nearly a decade 11, and its commercial service is described as Level 4 unsupervised autonomy 18. Unlike supervised driver-assistance offerings, Waymo vehicles operate without an in-vehicle driver or operator 26. Its system also uses a broader sensor suite, including lidar and radar, than Tesla’s approach 11.
These characteristics explain why Waymo is repeatedly identified as the U.S. and global benchmark in autonomous driving, with Baidu viewed as the only operator keeping pace globally 24. Those assessments are largely single-source judgments and should not be treated as independently verified market-share data. They are nevertheless consistent with Waymo’s live commercial deployment and ride-volume lead.
The safety record offers a potentially important commercial advantage, though it is not conclusive. An IIHS analysis reportedly found that Waymo robotaxis were involved in 68% fewer collisions per mile than human drivers 18,22, with one report citing 1.28 crashes per million miles 21. The result is repeated in coverage of a three-year, four-city comparison 20,21. If sustained across broader operating conditions, this advantage could improve regulatory acceptance, customer trust, and insurance economics. But average collision statistics cannot eliminate the risk of low-frequency, high-severity incidents. The decisive test is performance not only in ordinary traffic, but also in abnormal and rapidly changing conditions.
Service reliability exposes the execution gap
The most material counterweight to Waymo’s scaling narrative is a series of service interruptions and software-related incidents. Waymo suspended freeway operations after more than a dozen vehicles reportedly entered closed construction zones 23. The company recalled and removed nearly 4,000 vehicles from active service after safety incidents 10,23. That figure was comparable to, or in some accounts larger than, estimates of the active fleet, implying a potentially meaningful temporary reduction in capacity. This is the central operational lesson: an autonomous fleet does not generate revenue merely because its vehicles can drive without a human operator. It must remain available, reliable, and trusted across the full service territory.

Waymo now presents Alphabet with a genuine platform opportunity, but not yet a proven financial engine. Its growing ride volume, expanding fleet, Level 4 operating record, and geographic pipeline establish a foundation for scale. The planned standalone application could further strengthen Alphabet’s command of distribution by reducing dependence on Uber and bringing the customer relationship closer to Waymo itself. The industrial analogy is straightforward: Waymo is building not only the vehicle, but also the routes, depots, software, and commercial channels that determine whether the system earns a return.
The burden of proof has therefore shifted. Waymo must demonstrate that it can expand from a small number of carefully managed markets to a broad network while maintaining safety, utilization, regulatory access, and cost discipline. The projected move toward 10,000–15,000 vehicles is strategically attractive only if demand, infrastructure, and operating reliability grow with the fleet. Otherwise, expansion risks becoming capacity for its own sake—an expensive mill without enough orders.
For Alphabet, the robust opportunity is the possibility that Waymo’s accumulated technical lead becomes a defensible platform moat. The principal risks are equally clear: execution failures that interrupt service, regulatory or labor resistance that slows market entry, infrastructure dependence that limits utilization, and economics that remain uncertain even after technical milestones are achieved. Waymo has earned the right to be treated as a scalable growth option. It has not yet earned the conclusion that scale will produce durable profitability.
